Mark W. Mooring, MPA, CPP, CHPA
Mark worked for the Los Angeles Police Department for 25 years, 17 years as a supervisor. He gained broad expertise through assignments including Metro, Special Problems Units, Beach Patrol, Narcotics, Gangs, Internal Affairs, and as the Officer in Charge of the K-9 Units.
After retiring from the LAPD, Mark Mooring founded Proper Authorities to apply his vast education and experience developing programs for Crime Prevention, Loss Prevention, Safety/Security Assessment, Workplace Violence Prevention, Personal Safety, Sexual Harassment, Threat Assessments and Managing Assaultive Behavior.
Since then Proper Authorities has been instrumental in developing programs that align to those of the OSHA, Joint Commission on Accreditation of Healthcare Organizations as well as other legislated or recommended safety programs.
By request, Proper Authorities expanded its services to include pre-employment background investigations and confidential investigations. They have conducted investigations involving theft, stalking, harassment, fraud, hazardous conditions, threats, and drug use. Mark also testifies as an expert witness in healthcare security, security deployment, tactics, use of force, and training.
Over 50 companies have utilized our services for safety assessment, security planning, and training. We have trained over 15,000 staff in programs that comply to the California health and safety code 1257.7 & 1257.8.
Mark held the position of Chief of Protective Services at Santa Clara County Valley Medical Center for 8 years. He was retained to re-design and implement a comprehensive security program covering all facets of planning, staff development and daily security operations characteristic of a large county trauma center Hospital.
Mark has earned a B.S. in Business Administration in addition to a Masters in Public Administration both from USC. He holds the Certified Protection Professional (CPP) as well as the Certified HealthCare Protection Administrator (CHPA) designations.
